Dialogue meetings were recently held in the first residential areas where contractor housing is planned to be built in Boden. The municipality of Bodens has subsequently, together with H2 Green Steel, chosen to pause the plans for Slipvägen 2 and adjust the building permit documents for Nylandsbäcken.
During the construction period of H2 Green Steel, the need for contractor housing is estimated to be around 5000 people. The municipality of Boden plans to provide land for 3000. Faced with the great need for contractor housing, the municipality of Boden has taken the lead through a regulated framework agreement with H2 Green Steel. Five main geographical areas are selected where operation and maintenance must comply with municipal requirements. The planned construction and maintenance of the sites is the responsibility of H2 Green Steel.
Dialogue on contractor housing
Dialogue meetings were held last week in the first identified areas where entrepreneurial housing is planned. The municipality of Boden, the police and H2 Green Steel provided information on the background and plans, answered questions and collected comments from local residents. This includes everything from the location and design of buildings to planning the outdoor environment, safety and security, lighting, order, traffic and more.
“Boden is currently facing a unique situation. We are a municipality of about 28,000 citizens and are now temporarily increasing this by 5-6,000 people in a very short time. It is naive to think that this will happen without problems. Now our close cooperation with H2 Green Steel and the police is important to prevent and handle it in the best possible way”, says Johan Larsson, project manager for contractor housing at the municipality of Boden’s community building administration.
Strong commitment
“We were pleased with the high level of participation. We also received signals from residents that it felt good and that they are less worried after the meetings we had. We have always said that we will listen to our citizens. Our hope is that together we can make it a good thing”, says Emma Hurtig, Project Manager H2 Green Steel.
On the basis of the dialog and the comments received, H2 Green Steel and the municipality of Bodens jointly decided to pause the plans for Slipvägen 2 until further notice. At Nylandsbäcken, the building permit plans are also adjusted based on requests from neighbors, such as the placement of buildings and the planting of vegetation.

The work has been preceded by a close dialog with H2 Green Steel and the Police and an exchange of experience with Skellefteå and Malmfälten, to make it as good as possible from the start. Common requirements for contractor housing, both in terms of location, standards and maintenance, ensure as far as possible the well-being and safety of residents, contractors and neighbors.
Work is also being done to reduce the impact on the existing housing market, which otherwise risks overheating.
According to a political decision in June 2021, the municipality of Boden is responsible for planning and designating areas for temporary accommodation. In October 2022, a framework agreement was signed with H2 Green Steel for future lease areas.
The areas identified for entrepreneurial housing are Prästholmen/Björkelund, Nylandsbäcken, Slipvägen/Bodsvedjan, Sävast BBP and Sävast.
