Boden is on the threshold of its greatest growth phase in modern history. The expansion of Stegra is expected to bring a significant population increase, making the housing issue more central than ever to the municipality’s development.
Boden is undergoing a historic transformation. When Stegra’s green steel production begins in 2026, it will mark not only an industrial revolution but also a major wave of inward migration. Recruitment is already moving quickly, and approximately 400 people are expected to relocate to Boden in 2025 alone to be part of the initiative.
“We’ve seen steady in-migration since 2022, but the major wave will come during 2025 and 2026,” says Johanna Lundberg, relocation and mobility specialist at Stegra.
Initially, around 1,500 people will work at the Stegra site, eventually increasing to about 2,000. Some of these will be recruited locally, while others will move to Boden from across Sweden and internationally. In addition to these roles, hundreds more will work indirectly in industrial support sectors. The municipality’s forecast suggests a population increase of around 300 people in 2025, and a total of 3,269 new residents by 2030. While Stegra is a key driver of this growth, other sectors – such as the Swedish Armed Forces – are also contributing to Boden’s expanding population.
A growing need for housing
“We need to have housing ready for those moving here. Many of the people we recruit want to settle in Boden for the long term. We’re already seeing people buying homes and planning their futures here.”
Johanna Lundberg also notes that demand for rental housing will increase even more as Stegra enters its next phase of recruitment.
“We’re seeing more young individuals and single-person households, which means that small rental apartments – one- and two-bedroom units – will be especially in demand.”
This rapid expansion means that Boden is actively seeking more developers and investors in housing. The municipality is working closely with Stegra to highlight the business opportunities emerging in the region.

Boden offers a unique way of life

“That’s one of the key attractions for those moving here,” says Anne Graf, Head of regional Affairs at Stegra. “You can live close to your job, be near nature, and still have access to a growing, well-functioning community.”
“For most people relocating here, it’s natural to live in Boden – because Stegra is located here. Long-distance commuting just doesn’t make sense when you can have work, school, and free time all within minutes of your home.”
Experiences from recruitment events in southern Sweden show that Boden is seen as an attractive destination, offering high quality of life, short commutes, and a safe environment for families.
“Many people see moving to Boden as a chance to start fresh – both professionally and personally,” says Johanna Lundberg.
Business opportunities for housing developers
The establishment of Stegra brings with it substantial investments, creating ripple effects throughout the community. Boden is expected to grow not only through industrial development but also via expanded services, increased entrepreneurship, and new job opportunities in other sectors.
